BESS
BESS
The project will be known as the ‘Sunshine Estate BESS’ and will be located approximately 3 km southwest of North Rothbury, adjacent to the Ausgrid Rothbury substation.
The purpose of the development is to assist the national electrical grid at times of peak demand and in times of emergency. The project will be constructed on private land, approximately 3 kilometres southwest of North Rothbury, NSW. The 120MW / 480MWh BESS project will be located on a development site of approximately 7-hectares and will connect directly into the 132kV Rothbury substation located to the southeast on an adjacent site.
Construction and operation of the project would involve the following key components:

Given the significant potential that the development has in contributing to the clean energy transition and climate action targets of the state, the Sunshine Estate BESS proposal is considered as a State Significant Development (SSD) by the NSW Department of Planning, Housing and Infrastructure (DPHI).
At the early stage of the development application process, a Scoping Report is submitted to DPHI that helps to determine which technical assessments will be included within the Environmental Impact Statement (EIS). Following the submission of the Scoping Report and evaluation by DPHI, Secretary Environmental Assessment Requirements (SEARs) will be issued, outlining required assessments and considerations for the EIS.
Once SEARs are supplied, EIS reporting commences. An EIS is a very in-depth document that outlines specialist assessments and contains detailed planning information regarding the development. Following completion and lodgement of the EIS document with the DPHI, the Minister for Planning will decide whether to issue a development approval.
You can learn more about the SSD process on the NSW Government’s Department of Planning website.
The Sunshine Estate BESS will improve energy security by reducing the risk of power outages in the region whilst ensuring firmed power supply to the local network.
During the construction phase an estimated 100-130 workers will be required with a large proportion of these being local contractors and suppliers wherever possible.
The operational phase will create up to 3 ongoing full-time roles for the approximate 35-year lifetime of the BESS.
The BESS represents a positive diversification of the local economy and will bring investment to the area. It will deliver additional indirect economic opportunities to local businesses including local grocery stores, restaurants, cafés, accommodation providers, petrol stations, vehicle servicing, pubs, catering, cleaning companies, tradespersons, tool and equipment suppliers and many other businesses.
Avenis Energy is committed to supporting community benefit schemes in the local area and value the opportunity to make a positive impact. We welcome any suggestions and look forward to collaborating with local partners to ensure our efforts align with the community's needs.
While community information sessions are one way to share your views, we understand they don’t suit everyone. That’s why we’re providing multiple opportunities for you to have your say.
We encourage you to complete the Community Feedback Survey. We welcome input from all members of the community and will continue to offer flexible ways for you to share your thoughts throughout the project. The survey closes at 4:00 pm AEST on 9 July 2025.
